How to vote by mail from abroad? (For voters who reside permanently abroad) Spanish nationals living permanently abroad and are enrolled in the Special Census of Absent Residents Abroad (CERA), vote in accordance with the provisions of Article 75 of Organic Law 5 / 1985 of June 19, the General Electoral System.

Must submit the application form to the Provincial Delegation of the Electoral Census Office who are registered no later than April 23, 2011. Must accompany this application a photocopy of passport or ID card issued by the Spanish authorities or, alternatively, certification of nationality or Registration of Matricula Consular issued by the Consulate of Spain in the country of residence.
The Provincial Delegations of the Electoral Census Office will send, until 2 or May 10, 2011 (depending on the presentation or not appeal against the relevant constituency nominations) ballot papers and envelopes and voting as well as two identical certificates to be registered in the Census of Absent Residents, one of which must contain the address of the competent Electoral Board and the other with the direction of the consular post or Consular Section of the diplomatic mission in which they are enrolled .
This documentation is accompanied by a leaflet and an official form designed to facilitate the reimbursement of costs for referral of their vote by registered mail to the Consulate or Embassy Consular Section.

After the deadline for the deposit of the vote in ballot box (this will take place between 18 and 20 May 2011), the consular officer will issue a report to be forwarded to the Central Electoral Board, which shall include the number of certificates of registration received the census and the number of envelopes received by mail until the end of the deposit of voting urn and, if necessary, any incidents that might have occurred.

The completed application must be submitted in person at the consular post or Consular Section of the Embassy of Spain after identification by presenting the identity document. The same shall apply to each process convened.
This shipment may carry out until the day May 18, 2011.
